Tompkins Engineering is serving as the lead engineering and surveying consultant for a major regional water supply project designed to provide long-term, reliable drinking water for a rural Texas community. The project includes development of a new wellfield, raw water transmission pipeline, ground storage reservoirs, booster pumping station, and chlorination treatment facilities.
The project is funded through USDA Rural Development (USDA-RD). Tompkins prepared the Preliminary Engineering Report and Environmental Report in accordance with USDA-RD funding guidelines to secure regulatory approvals and advance the project into final design.
To identify and confirm viable groundwater sources, Tompkins partnered with a licensed Professional Geologist to conduct site investigations and oversee the drilling of seven test wells. A comprehensive water quality and quantity study was completed to verify the availability of safe, potable groundwater capable of meeting the City’s long-term demands.
The project is currently in final design and includes 14 production water wells with a total capacity of 3 MGD, two 1-MG ground storage reservoirs, a 2,100 GPM booster pumping station, and chlorination treatment facilities located in the southern portion of the City.
Tompkins evaluated multiple transmission pipeline routes connecting the wellfield to the City’s storage facilities, approximately 21 miles in length, and performed hydraulic modeling to confirm system performance. The final design includes a 20-inch diameter HDPE transmission pipeline and associated appurtenances.
Extensive surveying services were provided to support project design, including topographic surveys of the wellfield, multiple pipeline route alternatives, and storage and booster station sites. Tompkins also conducted subsurface utility investigations and surveyed more than 140 pipeline crossings of high- and low-pressure oil and gas lines to meet compliance requirements with the Railroad Commission of Texas and Federal Energy Regulatory Commission (FERC).
As part of the project’s Right-of-Way acquisition, Tompkins performed easement surveys, prepared plats, and led landowner outreach and negotiations to secure the required pipeline easements necessary for construction and long-term maintenance.
Tompkins will provide bid phase assistance and serve as the Resident Project Representative during construction.
